Business Transformation Plan: 4 Lanes to Global leadership
The Business Transformation Executive Committee (BTEC) oversees USAID's management reforms that are in accordance with the "four lanes" of the Agency's Business Transformation Plan. BTEC Subcommittees have been established to guide planning and implementation of Agency reform activities.
USAID's Business Transformation Plan is structured around the following four inter-related initiatives that are consistent with the five goals in the President's Management Agenda (PMA).
- Strategic Management of Human Capital
USAID's Human Capital reforms are directed at improving the Agency's human resources management capabilities and to address the PMA Human Capital requirements. This initiative also encompasses aspects of PMA Competitive Sourcing goals by requiring that future staffing decisions explicitly consider strategic sourcing alternatives prior to recruiting.
The Human Capital Subcommittee is in the process of developing a comprehensive Human Capital Strategic Plan designed to address both USAID's particular needs and the PMA requirements. The plan will address a critical need to rebuild and train our workforce, to put the right kind of people with the right skills in the right place at the right time. It will also address our need to have surge capacity to meet crises such as in Afghanistan and Iraq.
- Business Systems Modernization (BSM)
This initiative includes reforms to improve financial management, acquisition
and assistance, and information technology management capabilities and
initiatives. Under the guidance of the
BSM Subcommittee, these efforts will
provide compliance with external regulatory guidance; promote standardization
and integration of business processes and systems; provide management
information needed for program success; and meet the information needs of
internal and external customers. BSM directly addresses the objectives for
PMA E-Government and
PMA Financial Improvement.
BSM also addresses
PMA Competitive Sourcing
objectives in the context of strategic sourcing options for business
systems investments. As part of USAID's BSM reform efforts, the Agency is
evaluating, with the Department of State, the feasibility of collaborating
business systems to achieve operating efficiencies.
- Knowledge for Development
This initiative addresses plans to capture and manage USAID's rich field experience and extensive knowledge of development issues. The goal of Knowledge for Development is to leverage the Agency's knowledge base, a critical asset, to improve strategy, operations, and results while enhancing USAID's role as the world's thought leader in the technical competencies of foreign assistance.
This initiative directly addresses the objectives for knowledge
management and organizational learning under
PMA Human Capital , as
well as PMA E-Government objectives for technology-enabled business
transformation.
The Knowledge Management Subcommittee is drafting a knowledge management strategic plan to reposition the Agency as a global leader on development issues and to facilitate knowledge sharing among partners and staff.
- Strategic Budgeting
This over-arching initiative includes reforms to improve the Agency's
strategic planning and resource allocation process in ways that
incorporate such factors as country and program performance, country
need, foreign policy priorities, while directly addressing the
requirements for
PMA Budget and Performance Integration. Under the
guidance of the Strategic Budgeting Subcommittee,
a strategic budgeting
model has been developed to enable the Agency to link performance and
resource allocation more efficiently.
