As vice president of engineering and environment, Jim Mahoney oversees the technical and environmental evaluation of Ex-Im Bank-financed transactions, and provides technical and environmental advice to Ex-Im Bank management.

Mahoney played an integral role in the successful U.S. government effort to realize an OECD (Organization for Economic Cooperation and Development) agreement on common approaches for evaluating environmental impacts of projects financed by export credit agencies.

He has participated in numerous international committees and forums on topics relating to the technical and environmental assessment of foreign projects from a lender's perspective.

Mahoney began his career in the field of electronic circuitry design. He then served for several years as a Peace Corps volunteer in Brazil, where he oversaw the design and managed the construction of a large, rural electric distribution system. Upon his return to the United States, he worked in the private sector in the field of electromagnetic compatibility. 

Mahoney joined Ex-Im Bank in 1975 and subsequently became the Bank's senior electrical engineer, responsible for the risk evaluation and monitoring of foreign projects in the electric power and telecommunications sectors. During the early 1990s, he helped formulate the Bank's Environmental Procedures and Guidelines together with a program to promote the sale of renewable energy and beneficial environmental exports. He assumed his current post in 1995.

Mahoney holds a bachelor's degree in electrical engineering from the Catholic University of America, and a master's degree in electrical engineering from Johns Hopkins University.
