Why are you messing with optionable securities? You are distorting markets and making them less efficient. I am completely against naked shorting, but you have never actively enforced rules against doing that. Now you are messing with the options markets, so smart people can't make money - so only the dullards on Wall Street who make their money by putting their hands in other people's pockets can make money? Only longs can make money? How is that possible in a bear market?
Stop tinkering and enforce the rules against naked short sales!
