In DHRD, the Executive
Staffing and Compensation
Branch (ESCB) and
the Human Capital
and Executive Allocations
Branch (HCEAB) provide
staff support to
the Secretary's
executive resources
program. This support
includes:
The
ESCB provides
leadership, coordination,
and advice to
the Office of
the Secretary
and mission area
human resources
offices on SES,
SL, ST, and SSRS
programs and appointments.
The
HCEAB oversees
the distribution
of SES, ST, SL
and SSRS allocations
to USDA agencies
and Departmental
Staff Offices
and ensures allocations
stay within the
Office of Personnel
Management (OPM)
ceiling for USDA.
The
HCEAB coordinates
and serves as
liaison with USDA
agencies, the
Office of Personnel
Management, and
the White House
Liaison on all
non-career and
Schedule C (political)
appointments.
Maintains the
Executive and
Schedule C System
and prepares USDA's
positions for
inclusion in the
Plum Book every
Presidential election
year.
The
ESCB provides
staff support
to the Secretary's
Executive Resources
Board (ERB); coordinates
and establishes
ERB panels, that
have been delegated
authority from
the Secretary's
ERB, to review
and rate candidates
for SES position
vacancies. An
ESCB staff member
serves as Executive
Secretary on these
ERB panels.
The
HCEAB coordinates
the Department's
biennial SES allocation
process, including
SL and ST allocations,
with the Assistant
Secretary for
Administration,
or designee.
The
ESCB administers
the SES performance
management program,
inclusive of activities
performed by Performance
Review Boards,
which review SES
performance ratings
and recommend
pay adjustments,
bonuses, and Presidential
Rank Award nominations.
