Paul
Doremus is the Acting Deputy Assistant Administrator and
Director of Strategic Planning
for the National
Oceanic
and Atmospheric Administration’s (NOAA) Office
of Program Planning and Integration. In this position
he is responsible
for developing NOAA’s long-term strategic plan,
coordinating NOAA-wide strategic planning efforts, and
improving NOAA’s
corporate performance evaluation methods and measures.
Through these functions, Dr. Doremus assists NOAA in
defining and
achieving its long-term goals, making resource allocation
choices, implementing improvement strategies, assessing
programmatic and organizational progress and results,
and communicating
with stakeholders about NOAA’s mission, strategic
direction, and performance.
Before
joining NOAA in March 2005, Dr. Doremus served as Director
of the Program Office
for the National Institute
of Standards and Technology (NIST). In this capacity,
he
led the development and implementation of NIST's long-range
strategic plan and NIST’s associated performance
evaluation system and practices, provided the NIST
Director and senior
managers with technical, economic, policy, and program
analyses and counsel, and helped NIST improve its relationships
with
government and private sector customers and stakeholders.
Dr.
Doremus became Director of the Program Office after
having served as NIST’s Director of Strategic
Planning and Performance, where he led the development
of the NIST 2010
Strategic Plan, provided the programmatic and economic
expertise for budget development, and facilitated
the communication
of NIST’s strategic direction and technical
programs to the Administration, Congress, and the
general public.
In this capacity, Dr. Doremus also conducted program
assessments in collaboration with the Department
of Commerce and the
Office of Management and Budget; developed programmatic
performance metrics and improved measurement methods;
assisted in the
design and administration of economic impact and
planning studies; monitored, analyzed, and advised
NIST management
on major economic and technology policy issues; and
represented NIST in external science, technology,
and economic policy
exercises.
Before
joining NIST, Dr. Doremus served as a Senior Analyst in
the Commerce Department’s
Office of Technology Policy from 1995-1997, following
his position as Project
Director
in the congressional Office of Technology Assessment
(1992-1995). Dr. Doremus has published on a variety
of topics in the
area of technology, business, and public policy,
including multinational
corporations and the U.S. technology base; international
trade and investment; the research and experimentation
tax credit; and intellectual property rights in high
technology industries. He received his B.A. in Political
Science from
the Pennsylvania State University and his Ph.D. in
Government from Cornell University.
