Attended Loyola High School , 1939 – 1942 and attended Loyola College and University of Maryland. Graduated from the University of Maryland, College Park in 1949. Received his law degree from the University of Maryland in 1951, and was admitted to the Maryland Bar in 1951. Judge Ingolia entered the Army ASTP Program in 1943, went on active duty in February 1944, and was commissioned as an Infantry Officer in 1945. He served in Germany until 1946. He again served as an Infantry Officer in Korea in 1951 and 1952.

In 1953, Judge Ingolia was employed as House Counsel by Gerotor May Corporation in Baltimore, Maryland. In 1955, he joined the Internal Revenue Service as a trial attorney, litigating criminal and civil tax cases before the U.S. District Courts and the U.S. Tax Court. He became the senior trial attorney for the Washington Office of the Philadelphia Region and as Assistant to the Regional Counsel managed the Washington Office. In 1969, he left the IRS to become a Professional Staff Member on the Senate Committee on Finance, working on tax legislation, and the Tax Reform Act of 1969.

He was chosen a Commissioner of the Tax Court in 1970 and served as the Chief Special Trial Judge of the Tax Court until becoming General Counsel of the Federal Maritime Commission in 1977. He was appointed an Administrative law Judge for the Federal Maritime Commission in 1979, where he presided until he was selected as Chief Administrative Law Judge for the U.S. Coast Guard in 1991.

As Chief Administrative Law Judge for the Coast Guard, which is now a component of the Department of Homeland Security, Judge Ingolia supervises six field judges located throughout the United States and is responsible for oversight of the conduct of formal hearing proceedings conducted by all Administrative Law Judges assigned to the Coast Guard. Their cases relate to the suspension and revocation of licenses, certificates of registry and merchant mariner’s documents and to Class II civil penalties assessed under the Federal Water Pollution Control Act and the Comprehensive Environmental Response, Compensation and Liability Act. He also is responsible for the oversight of NOAA cases which by law are tried by Coast Guard ALJs, as well as for certain Transportation Security Administration (TSA) and Department of Commerce (BIS) cases.

Judge Ingolia has written several articles and participated in studies on tax legislation, especially regarding the tax-exempt organizations, and has lectured to various groups. Judge Ingolia lives in Towson, Maryland in the Hampton Community and was president of its community association for 15 years. He has always been active in civic affairs and youth recreational activities involving baseball, football and golf.
