PSS procures products and services in various ways to include
open market contracts and purchase orders, orders against GSA
Schedules and orders against other agencies' contracts. Items
may be procured by PSS or by field procurement offices to whom
PSS has delegated procurement authority.
PSS
posts all of its open market solicitations for requirements over
$25,000 in value on the Federal
Business Opportunities (FedBizOpps) Web site. FedBizOpps (formerly
called the Electronic Posting System or EPS) has been designated
as the single source for federal government procurement opportunities
that exceed $25,000 and provides the public with access to procurement
notices, solicitations, drawings, and amendments. Vendors can
browse the listings and can also register to receive automatic
e-mail notification of business opportunities. For certain large
or complex procurement actions, PSS creates a web site that is
tailored to the procurement. For example:
Integrated
Wireless Network (IWN): The IWN will be a consolidated nationwide
federal wireless communications service that replaces stovepipe
stand alone component systems, and supports law enforcement,
first responders, and homeland security requirements with integrated
communications services (voice, data, and multimedia) in a wireless
environment. The IWN will implement solutions to provide federal
agency interoperability with appropriate links to state, local,
and tribal public safety, and homeland security entities. Additional

Please
note that, effective October 1, 2003, all vendors were required
to pre-register in a central database to be eligible to conduct
business with the Federal Government. The Central Contractor
Registration (CCR) is the primary vendor database for these
vendor registrations. The CCR collects, validates, stores and
disseminates data in support of agency acquisition missions.
Vendors are required to complete a one-time registration, and
must update or renew their registration annually to maintain
an active status. Please visit the CCR

PSS
also delegates procurement authority to more than 130 Offices,
Boards and Divisions and U.S. Attorneys Offices. There are approximately
360 individuals with contracting officer authority and over 1,000
micro-purchasers with purchase card authority which allows them
to procure products and services for their respective organizations.
These offices are located in the Washington, DC metropolitan area
