Certified Permitting Professional
Program Background

The South Coast Air Quality Management District (AQMD) is committed to improving service to the business community and increasing permitting efficiency. As a result, the AQMD has established the Certified Permitting Professional (CPP) program to assist in the submittal of complete permit applications.

The AQMD certifies CPPs in permit preparation.  Applications submitted by a CPP are expected to include complete equipment descriptions, emission calculations, rule compliance assessment, an evaluation of toxic effects, where necessary, emission offset requirements, and Best Available Control Technology (BACT) for the proposed project. Complete and thorough applications avoid permitting delays.

Individuals who successfully complete the CPP examination earn the title "Certified Permitting Professional" (CPP). To aid them in completing applications, they are also given limited access to AQMD facility information through the Data Access System (DAS) located in the AQMD’s Home Page on the Internet World Wide Web (see http://www.aqmd.gov). The CPP program plans to expand its use of the AQMD Home Page in the near future.

Also, the AQMD publishes a list of all Certified Permitting Professionals and makes this list available to the public upon request. CPPs who work as consultants can request to be added to AQMD’s Home Page, too. However, the AQMD can not guarantee that listed individuals will do an adequate job on a permit application. The AQMD is only representing that these individuals have successfully passed an exam on AQMD permitting procedures.

Training

Training courses are offered by several providers, as listed. Attending a training class is not a prerequisite. Anyone who feels they have sufficient background and expertise in permit application completion and filing is welcome to take the CPP exam.

The following is a list of sources where a person can receive training in submitting and evaluating permit applications, to help prepare for the Certified Permitting Professional (CPP) examination. For time and dates when the courses are to be held, contact each training provider at the listed telephone numbers below. The AQMD does not imply that by attending one of these classes a person will automatically pass the examination.
