Texas Diabetes Council
The Texas Diabetes Council addresses issues affecting people with diabetes in Texas and advises the Texas Legislature on legislation that is needed to develop and maintain a statewide system of quality education services for all people with diabetes and the health care professionals who care for them.

Diabetes
Tool Kit, 4th Edition
The Diabetes Tool Kit is an educational resource for health care professionals who work with patients who have diabetes. It includes treatment guidelines and algorithms developed by TDC medical advisory committees as well as handouts which may be copied for use in patient education. A PDF version of the revised Fourth Edition is currently available for viewing on the Diabetes Tool Kit web page.
Print versions of the Tool Kit can be ordered using an online order form. Please note that Tool Kits are no longer available for order through the Texas Department of State Health Services Forms and Literature Inquiry and Order Entry System. Order options include:
- a print format Tool Kit with binder (limit 5),
- updated contents pages to replace older versions of the Tool Kit you already have (print format Tool Kit without binder - limit 5), or
- a CD format containing the Tool Kit as PDF files (limit 10).
Option 2 is recommended for those who already have a Tool Kit with a binder in good condition. An updated cover and contents pages is provided to update your existing Tool Kit.

The Texas Extension Disaster Education Network (EDEN) provides credible and reliable information relating to disaster preparedness and recovery. Texas EDEN is a joint effort between the Texas Cooperative Extension and the Texas Department of State Health Services (DSHS). The Texas Diabetes Council is legislatively mandated to develop and implement a state plan for diabetes treatment, education and training. Diabetes and Disparity is the theme for the 2008-09 plan, focusing on disparities in diabetes prevalence and mortality, and the inequities in diabetes education and care that contribute to a growing burden of diabetes in Texas.

House Bill (HB) 984, passed in the 79th regular Legislative Session, relates to the care of students with diabetes in schools. The bill mandates that principals identify unlicensed personnel to assist with caring for students during the regular school day or while participating in a school activity. The bill also mandates that the Texas Diabetes Council (TDC) develop guidelines for training school personnel to be diabetes care assistants.
The Texas School Nurses Organization (TSNO) provides
specific recommendations for nursing practice and campus implementation
of HB 984, including sample protocols, fact sheets and training agendas.

The National Diabetes Education Program (NDEP) has developed

In addition, the National Association of School Nurses (NASN)
has a training program to equip the school nurse with current diabetes
knowledge, and provide tools and resources to facilitate effective diabetes
management for students at school. Helping Administer to the
Needs of the Student with Diabetes in School (H.A.N.D.S.)
is a live continuing education program presented over a day that includes
a participant manual and numerous resources to support school nursing
practice.

Texas Diabetes Public Health System Assessment
In January 2003, the Centers for Disease Control and Prevention, Division of Diabetes Translation, directed CDC-sponsored state Diabetes Prevention and Control Programs to undertake a comprehensive assessment of the collective performance of their state diabetes public health systems. The basic framework for this assessment was the National Public Health Performance Standards developed by the CDC, in collaboration with six national public health organizations, during the period 1998-2002.
