Applying for a New AVC Permit Using TexasOnline

Online permit renewal is at your fingertips!
Abusable Volatile Chemical (AVC) Permit

Texas Online New Permit Procedure:  All retailers who wish obtain a new Abusable Volatile Chemical (AVC) Permit can now apply online, twenty-four hours a day, seven days a week.  The service will allow you to apply for your permit via the Internet from home or work.  The service has been developed in cooperation with www.TexasOnline.com, the official website of the State of Texas.  The Texas Department of State Health Services (DSHS) will receive all of your AVC Permit application information and your fee payment via TexasOnline.  Fees can be paid using a major credit card, debit card, or electronic checks.  You can print the payment receipt after completing the online process.  Your AVC Permit will be mailed to you within 10 business days once all application requirements have been met and verification is received from the State Comptroller's Office that your payment has cleared.  Please note that the term of all AVC Permits is now two years.
A new AVC Permit is required for:

  • A retail business that will be selling AVC Products and does not have a current AVC Permit
  • A retail business that has previously held an AVC Permit, but has had a change of name, change of ownership, or a change of a permitted business location

Applying for a new AVC Permit is easy.  Prior to starting your online application, you will want to have the following information readily available:

  • Business information, including physical and mailing addresses
  • Ownership information
  • Your Federal or Texas Tax ID number

Once you have this information available, follow these steps to renew online:

  1. Click here to begin: Abusable Volatile Chemical (AVC) Permit Please note that this webpage contains a helpful FAQs (Frequently Asked Questions) page that you may read at any time during the online application process.
  2. Read the information on the Regulatory Licensing Application page and click on Guidelines to continue.  Once you have read the Guidelines and the Privacy Notification, click on the Continue button to begin the application process.  This action will cause a Security Alert box to appear on the screen.
  3. Click OK on the Security Alert box if you want to continue.  From this point onward, you will be entering information about your facility. 
  4. You will be reminded that you are applying for an AVC Permit and you will be asked the following question:  “Are you renewing a current license that you hold with the Department of State Health Services?”  You must answer “No” to this question to continue applying for a new AVC Permit.
  5. You must then enter the Business Location Name and the Tax ID Number for the facility applying for the AVC Permit.  If the facility is owned by a business or corporation that has already obtained AVC Permits for its other facility locations in Texas, then you will need to complete the Parent Company Information on the screen.  If your facility does not fall under a Parent Company with other permitted facility locations, then you should leave the Parent Company information blank. 
  6. You will then be prompted to enter your facility Contact Name and Contact Telephone Number.  When you have completed all the required entries, click on the Submit Form button at the bottom of the page.  This action will take you to a new screen.
  7. You will then be prompted to click on the Add button and enter the Business Location (physical location) of the facility that is applying for the AVC Permit.  You must also enter a Mailing Address for the facility, even if the mailing address is identical to the Business Location address.  Note that your AVC Permit will be mailed to the Mailing Address that you enter on this screen.  When you have entered all addresses, click the Continue button.
  8. The following page (for Hazardous Substance Registration applicants) is not applicable to AVC Permits, so skip this page by clicking on the Continue button at the bottom of the page.
  9. You will now be at the Questions page.  If your facility is applying for a new AVC Permit because your business has held a previous AVC Permit, but has changed its name, changed owners, or changed the physical location of the facility, then you will need to answer the questions related to amending an AVC Permit.  Otherwise, you may skip this set of questions on amending a permit.  Please note that the remainder of the questions on this page are for Hazardous Substance Registration applicants and will not be applicable to AVC Permit applicants. Scroll to the bottom of the page and click on Submit Form.
  10. You will now be on the page entitled Review and Confirm Your Information.  Scroll down the page and review all of the information that you have previously entered.  If you need to make changes, click on the Edit buttons and edit your entries, as necessary.  Please be sure to double-check your entries to avoid possible errors on your permit.  When you have completed your review and any necessary edits, go to the bottom of the screen and click the Continue button.
  11. You will now be in the Fee(s) section of the application.  There will be an Attestation statement and an option to indicate whether you affirm this statement.  You must check the Yes option to continue your application for an AVC Permit. 
  12. The next screen will be the Payment screen, indicating that you owe $59.00 for the two-year AVC Permit.  You may pay your fee by either credit card/debit card or by electronic check.  If using a credit card or debit card, enter the required information under the Pay by Credit Card screen and then click on the Pay by Credit Card button when you are finished.  If you wish to pay the fee from your bank account, enter the required bank account information in the bottom screen and then click on the Pay by Electronic Check button when you are finished.
  13. Once you have entered your payment information and clicked on the appropriate button, you will get a Receipt page.  You will not be required to submit any additional information, so you may skip the section entitled Additional Information Required of Hazardous Substance Registration Applicants.  Follow the instructions to print your receipt.

Permit Fee Change: DSHS has been authorized by the Texas Legislature and the TexasOnline Authority to charge an additional fee to recover costs associated with development and maintenance of TexasOnline services.  There is an additional fee of $4.00 that will be added to the two-year AVC permit fee of $55.00.  Therefore, the total permit fee for each facility will be $59.00 (for both initial permits and renewals).  This fee applies to all AVC permit holders, including parent companies, whether or not your business chooses to apply for its AVC Permit online.
