Renewing an Existing AVC Permit Using TexasOnline

Online permit renewal is at your fingertips!
Abusable Volatile Chemical (AVC) Permit

Texas Online Renewal Procedure:  All retailers holding an Abusable Volatile Chemical (AVC) Permit can now renew their AVC Permits online, twenty-four hours a day, seven days a week.  The service will allow you to renew your permit via the Internet from home or work.  The service has been developed in cooperation with www.TexasOnline.com, the official website of the State of Texas.  The Texas Department of State Health Services (DSHS) will accept permit renewals 45 days prior to permit expiration.  To renew an existing permit, you must have received notification from DSHS stating that your permit is about to expire.  Fees can be paid using a major credit card, debit card, or electronic checks.  You can print the payment receipt after completing the online process.  Your renewed permit will be mailed to you within 10 business days once verification is received from the State Comptroller's Office that your payment has cleared.  Please note that the term of all AVC Permits is now two years.
Renewing your AVC Permit is easy.  To do so, you will first need to obtain the following information:

  • Permit Number (the Permit Number is located at the upper left corner of your AVC Permit)
  • Certificate number (the Certificate Number is located at the lower left corner of your AVC Permit)
  • Your Federal or Texas Tax ID number

Once you have this information available, it only takes a few easy steps to renew online:

  1. Click here to begin:  Abusable Volatile Chemical (AVC) Permit Please note that this webpage contains a helpful FAQs (Frequently Asked Questions) page that you may read at any time during the online application process.
  2. Review the 5 steps for renewal of the permit.  Then click on the Continue button to begin the renewal process.
  3. On the Login screen, you will need to enter your Permit Number and Certificate Number.  When this entry is completed, click the Continue button.
  4. On the Confirm Login screen, you will be able to view the information that the agency has on file for the permitted facility.  If the information appears to be correct, click on the Continue button to go to the next screen.
  5. On the Addresses screen, you will be able to review your facility’s Mailing Address, Telephone Number, Fax/Cell Number, and Email Address.  You may edit any of this information, as needed.  Then click on the Continue button to go to the next screen.
  6. On the Questions screen, you will be required to enter your Texas or Federal Tax Identification Number.  Then click on the Continue button to go to the next screen.
  7. On the Review screen, you will have one more option to edit any changes to your mailing address, telephone, fax/cell number, or email, as necessary.  You may print this page by clicking on the Printer Version button and following the instructions.  When you are finished, click on the Continue button.
  8. You will now be on the Invoice screen.  You will be required to click on the box next to the Attestation statement.  The invoice will indicate that you owe $59.00 for the two-year AVC Permit Renewal.  You may pay your fee by either credit card/debit card or by electronic check.  Click on the appropriate payment button at the bottom of the screen.  Please note that debit card payments will be made via the Pay by Credit Card button.
  9. You will now be on the Payment screen for the type of payment you selected.  Enter the required information and then click on the Pay button to continue.
  10. When you have completed your payment, you should print your receipt for your records. 

Permit Fee Change: DSHS has been authorized by the Texas Legislature and the TexasOnline Authority to charge an additional fee to recover costs associated with development and maintenance of TexasOnline services.  There is an additional fee of $4.00 per renewal that will be added to the two-year AVC permit fee of $55.00.  Therefore, the total permit fee for each facility renewal will be $59.00.  This renewal fee applies to all AVC permit holders, including parent companies, whether or not your business chooses to renew its AVC Permit online.

You may change or make corrections to your mailing address when you renew your AVC Permit, but you cannot make a change to your business location address through the AVC Permit Renewal option on TexasOnline.  Change of name, ownership, or a change of a permitted business location will require that you obtain a new AVC Permit.  If you need to apply for a new AVC Permit through the TexasOnline service, click here.
