Resiliency and Disease Management Evaluation

Since Resiliency and Disease Management (RDM) represents a major transformation of the public mental health system in Texas, evaluation is critical. Three endeavors are necessary to evaluate DSHS' RDM initiative:

  1. FIDELITY TOOLKIT AND QUALITY MANAGEMENT - the structure and process of RDM is evaluated by Quality Management by examining the fidelity of providers to the program requirements for each level of care. The sites will also self-evaluate their progress in achieving fidelity and provide the results to the Department for analysis.

  2. OUTCOME MONITORING - the clinical effectiveness of the initiative is evaluated by monitoring the outcomes of individuals who have received an RDM service package. Adult outcomes that are monitored include:

    • Percent with improved functioning
    • Percent with improved symptomatology
    • Percent with improved criminal justice involvement
    • Percent with improved employment
    • Percent with improved housing
    • Percent with improved co-occurring substance use
    • Percent who avoid time in crisis
    • Percent who received their first service encounter within 14 days of assessment
    • Average number of re-admissions per individual.

    Child outcomes that are monitored include:

    • Percent with improved functioning
    • Percent with improved problem severity
    • Percent who avoid re-arrest
    • Percent with improved school behavior
    • Percent with improved co-occurring substance use
    • Percent who avoid time in crisis
    • Percent who received their first service encounter within 14 days of assessment
    • Average number of re-admissions per individual.

    Business Objects corporate reports available to DSHS and Center staff on an on-going basis allow these outcomes to inform their on-going treatment recommendations and decisions, while also meeting contractual requirements.

  3. FOCUSED ANALYSES AND REPORTS - DSHS will continue to evaluate RDM by completing analyses and reports on topics related to RDM that demand special focus.
