The primary purpose of this supplemental one-time funding is to establish
stockpiles of critical medical equipment and supplies and as well
as to develop plans for maintenance, distribution, and sharing of
these resources. The objective is to increase quantities of critical
material at the state or sub-state level while minimizing individual
hospital storage and/or carrying costs.
Texas was awarded $4.7 million; approximately $4 million will be
available for the state to purchase identified items or to further
the planning efforts for alternate care sites or mortuary services
within the state.
Cooperative Agreement Continuation Guidance (SFY
’08)
- CDC will not issue final Guidance until The Pandemic and All Hazards
Preparedness Act has been interpreted
- 8 CDC workgroups (BARDA, training & education, surveillance, informatics,
grants, ESF 8, health security strategy, international activities) are
convening to resolve issues related to the new legislation. CDC will
issue guidance once workgroups complete tasks. Workgroups have 60 days
from the start of their process to complete their charge. Meetings are
to start this week.
Part I of the FY08 continuation proposal for the Centers for Disease
Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP)
Cooperative Agreement for Budget Period 8 (BP8) (our state FY08 fiscal
year) has been released. This part contains narratives describing preparedness
efforts for cross-cutting areas and Target Capabilities that will describe
our FY07 mid-year progress in key areas of preparedness (attachment A).
Attachment B of this part requires grantees to submit a Financial Status
Report (FSR) to estimate financial obligations for Budget Period 7 (State
FY07).
In May 2006, the Texas Department of State Health Services contracted
with The Litaker Group to conduct a comprehensive assessment of health
and medical capabilities statewide and to create a strategic vision for
future health and medical preparedness activities.
This project consisted of multiple phases:
(1) Collecting, reviewing, and analyzing documents reporting on current
health and medical capabilities;
(2) Obtaining and analyzing stakeholder input from 19 work group sessions
throughout Texas regarding current and future preparedness capabilities;
and
(3) Developing the 2010 Strategic Vision for Health and Medical Preparedness
in Texas.
Phase 1 was completed in August 2006. The data collection portion of Phase
2 was completed in early 2007 and the report emanating from this data
is due for release in June 2007.
For Phase 3, we are pleased to report that a draft copy of the 2010 Strategic
Vision for Health and Medical Preparedness is now ready for review and
comment by all interested individuals and stakeholders.
The draft report is posted on the project website (www.txhps.com/visionpurpose.cfm)
and is available for download. We would welcome any comments and feedback
that you may have about the report. We prefer that all feedback be submitted
online; otherwise, please see the project website for alternate methods
to submit feedback. We ask that all comments be provided by the close
of business (5PM CDT) Friday July 20, 2007.
