Access to Recovery

Access to Recovery (ATR) is an initiative seeking to increase access to substance abuse services through independent assessment, participant choice of service providers, service linkages with faith- and community-based organizations, and an electronic voucher method of payment. The ATR program operates through drug courts in Bexar, Brooks, Burnet, Collin, Dallas, El Paso, Fort Bend, Grayson, Harris, Jim Wells, Lubbock, Tarrant, and Travis counties.

Technical Assistance For Providers

Helpful information for current ATR providers to ensure that program requirements are met and that prospective providers become approved providers:

Behavioral Health Integrated Provider System (BHIPS)

  • BHIPS Security Administrator Application (For Providers with MOAs Only). This application must be completed and submitted to DSHS by your agency's BHIPS Administrator in order to access the network to enter client service information and to submit billing.

  • BHIPS Back-Up Security Administrator Application (For Providers with MOAs Only) Application must be completed and submitted to DSHS by you agency's BHIPS Back-Up Administrator in order to access the network to enter client service information and to submit billing.

Substance Abuse Recovery Support Services For Adult and Juvenile Probationers

Clients under supervision in ATR counties are eligible for substance abuse treatment and recovery support services.

Substance Abuse Services For CPS Clients

ATR Services are available to all clients in ATR counties involved in the CPS system. Clients are eligible for substance abuse treatment and recovery support services.

Courts

The Access to Recovery program is available through participating drug courts. The listed courts have entered into signed Memorandums of Agreement (MOAs) with DSHS to participate in ATR.
