Job Description:
Plan, coordinate, analyze and edit public library reporting and
statistics for Texas.
Serve as agency Library Services and Technology Act (LSTA) coordinator
for the Institute of Museum and Library
Services.
Oversee the accreditation of public libraries and certification
of county librarians
Serve as the State Data Coordinator. Coordinate the submission of
the State Agency Library Survey to the US Department of Education.
Formulate and recommend policies based on the analysis of program
needs and review of alternatives based on research and input from
the library community.
Oversees the collection, reporting, and publication of the annual
statistical reports from Texas academic libraries.
Assists Division Director in long-range planning, strategic planning
and related efforts.
Coordinate the work of the Library Systems Act Advisory Board.
Attend work regularly in accordance with agency leave and attendance
policies.
Comply with all applicable agency policies and procedures, including
safety and standards of conduct.
Perform other duties as assigned.
Hours: M - F, 8:00 a.m. - 5:00 p.m. (flexible)
Minimum Qualifications:
Master's degree in library or information science from
an ALA-accredited program.
Professional experience in a library or library system.
Work experience in the design and manipulation of statistical databases.
Experience in delivery of information services and library programming
directly to clients.
Experience with Microsoft Excel, Word or similar software programs
to process complex documents and spreadsheets.
Experience in the organization and design of web pages.
Experience in analyzing data, formulating conclusions, and writing
reports.
Demonstrated experience in program management and evaluation.
Ability to interpret and explain statutes, administrative rules,
and grant guidelines.
Ability to work well with individuals and groups, including local
librarians, project staff, library board members, and local government
officials.
Ability to communicate effectively and speak before groups.
Desired Qualifications:
Experience as a grant project administrator.
Knowledge or experience with LSTA grants.
Experience in the administration of a library, a library system,
or similar institution, in a minimum of three of the following areas:
management, budgeting, policy analysis, personnel supervision, working
with governing or advisory bodies.
Work experience in a variety of types of libraries, with various
levels of responsibility.
Experience or formal education in strategic planning, systems analysis,
policy development, statistics, evaluation (especially outcome based
evaluation), using statistical or database software, or designing
web-based documents.
Experience or formal education using database software to collect,
analyze and report data.
Other Requirements:
Submit copies of college transcripts.
Submit a portfolio of writing samples, including reports of research,
evaluation, analysis, statistics, and/or policy
analysis.
Occasional travel by automobile and airplane required; some overnight
travel.
Occasional evening and weekend work.
Overtime required.
