About Our Commission
The "Texas State Library and Archives Commission"
is both the official name of the agency and the name of its
governing board. The seven members of the Commission are appointed
by the Governor, who also designates a chair, and are confirmed
by the Texas Senate. Commissioners serve staggered six-year
terms; terms begin September 1 of odd-numbered years, following
each session of the Texas Legislature.
Over the nine decades of the Commission's existence, its
members have included both celebrated Texas political and
civic leaders and ordinary citizens distinguished by their
love of and commitment to libraries. Duties of the Commission
include:
- Appointment and supervision of the Director and Librarian
and Assistant State Librarian;
- Review and approval of the State Library's strategic
plans, appropriations requests, operating budgets, internal
audit documents, employment and management policies, and
the like;
- Review and adoption of rules for administering the State
Library's legislative mandates - for example, grant programs,
standards for library accreditation, records management
rules and schedules, and customer service policies.
The Commission generally holds from six to ten meetings
each year, usually in Austin at the Lorenzo de Zavala Building,
the State Library's headquarters in the Capitol Complex. Citizens
are always invited to attend meetings, address the Commission,
or review the minutes of prior meetings or the agendas of
upcoming ones. (The latter are published in the Texas Register,
along with the proposed text of rules to be reviewed, at least
two weeks prior.)

Sandra J. Pickett, Chairman

Pickett was first appointed to the Commission in 1995 by
Governor George W. Bush. She is a dynamic leader with a strong
interest in libraries of all kinds. Pickett served as Liberty
City Council member from 1974-1998, as well as Liberty mayor
pro tem from 1976-1998. Pickett is the past president of the
board of directors of the Houston-Galveston
Area Council of Governments (HGAC), and has a long record
of service to the Texas Municipal League, the Texas and National
Associations of Regional Councils, and the National
League of Cities. She is currently on the Board of Preservation
Texas and Texas Independence Trail Region.
Pickett is also president of the Atascosito Historical Society,
the friends group of the TSLAC's Sam
Houston Regional Library and Research Center, and has
served as president of the Liberty County Historical Commission.
She holds degrees from the University of Texas at Austin and
the University of Houston.
Sharon T. Carr

Sharon T. Carr was appointed to the Texas State
Library and Archives Commission in Nov. 2005, by Governor
Rick Perry. Ms. Carr currently serves as administrator for
Library Learning Resources in the El Paso Independent School
District, a position she has held since 1990. Prior to that
time she was an elementary school librarian at El Paso ISD
for 17 years. Ms. Carr holds an M.S. in Library Science from
the University of North Texas, and has been honored by the
School of Library and Information Sciences as an Outstanding
Alumna.
Ms. Carr is actively involved in a number of
professional organizations, including the Border Regional
Library Association, the Texas Association of School Library
Administrators, and the Texas Library Association. Ms. Carr
served on the Texas State Library and Archives Commission
School Library Standards Advisory Committee twice. The committee
was responsible for drafting statewide school library standards
in 1995-97, and then revising them in 2002-04.

Governor Rick Perry appointed Martha Doty Freeman
to the Texas State Library and Archives Commission on Jan
12, 2004, to fill the expired term of Kenneth R. Carr of El
Paso.
Freeman is a self-employed historian. Prior
to her appointment to the Texas State Library and Archives
Commission, Freeman served as a member of the Texas Historical
Records Advisory Board. She is a graduate of The University
of Texas at Austin and Lawrence University as well as a graduate
fellow of the Smithsonian Institution. Freeman will be serving
as the TSLAC liaison to the THRAB Board.

Governor Rick Perry appointed Cruz G. Hernandez to the Texas
State Library and Archives Commission on Jan 12, 2004. Hernandez
does not replace any member of the commission; he became the
commission's seventh member (pursuant to SB 287, 78th Legislature,
Regular Session).
Hernandez is a records manager (of Civil Law, Family Law and
Adoption cases) for the Tarrant County District Clerk’s
Office. He holds an Associate of Arts in Criminal Justice
from Tarrant County College, as well as a Paralegal Certification
from North Texas State University.

Diana Cox is a retired professor of English at Amarillo
College. She serves as vice president for membership on the
board of directors for the Panhandle-Plains Historical Museum
Auxiliary. She is second vice president and program chair
of Canyon Retired Teachers and the past president of the Texas
College English Association. Cox formerly served as president
of the Conference of College Teachers of English and the American
Association for Women in Community Colleges. She is also a
member of the board of directors of the Southwest/Texas Popular
Culture Association. Cox received a bachelor's degree from
the University of Texas at Austin and two master's degrees
from West Texas A&M University.

Sandra Holland

Sandra Holland is the owner of a home-based secretarial
service. She is a public secretary, freelance writer and home
educator. Holland is a veteran and received two Freedoms Foundation
at Valley Forge awards for military and patriotic essays and
the U.S. Fifth Army's Minaret Award for Public Affairs for
writing a newspaper article on the military.
Holland founded the Longhorn Museum Yesteryear Festival for
children and served as festival director for seven years.
She formerly managed local fundraisers for national health-related
charities. She served as chair of the Atascosa County chapter
of the American Red Cross, chair of the Atascosa Health Center
Board of Directors and member, Atascosa County Historical
Commission. Holland received a bachelor's degree from Virginia
Commonwealth University.
Sally Reynolds

Sally Reynolds was appointed to the Texas State Library
and Archives Commission in Feb. 2006, by Governor Rick Perry.
Ms. Reynolds' library career with the Texas Legislative Reference
Library spans 29 years. She retired in 1998, having served
as director of the library for nearly 13 years. During her
tenure as director, she was active in the Texas Library Association
and the State Agency Libraries of Texas, and served on the
executive committee of the National Conference of State Legislatures.
Ms. Reynolds serves as vice president of the board of trustees
of the Texas Maritime Museum and is a member of the Friends
of the Fulton Mansion. She's been a dedicated volunteer for
Meals on Wheels for more than a decade.
