Colonias Prevention
Colonias are substandard housing developments, often found along the Texas-Mexico border, where residents lack basic services such as drinking water, sewage treatment, and paved roads. The State of Texas has undertaken a number of programs to remedy the conditions in existing colonias and to prevent new colonias. The Office of the Attorney General has enforcement responsibilities under several of these laws. To assist the public and governmental agencies in understanding and following these laws, the Office of the Attorney General has compiled them into a booklet and developed assorted materials to explain them.

International Fugitives
In February 2000, the Office of the Texas Attorney General launched its "Fugitives" internet page, which you can access by clicking here. It contains profiles of many people who have committed crimes in Texas and who are believed to have fled thereafter to Mexico. Formal requests for the prosecution of these criminals in Mexico under the terms of Article 4 of the Mexican Penal Code have been submitted in most cases. However, these criminals still elude authorities. Many are also believed to regularly cross the border between both countries.

Article 4 Prosecution
The International Prosecutions Unit of the Texas Attorney General's Office was officially created in 1994. The Unit was established for the purpose of promoting cooperation with our Mexican counterparts: the federal and state attorneys general offices and other law enforcement agencies within Mexico.

Border Colonia Geography Online
The Office of the Attorney General created and maintains an extensive Colonia Geographic Database for the border region. The database stores accurate geographic and descriptive data on over 1,800 colonia areas in 29 border area counties. Maps and data from this database are now viewable on-line at this site.

Census 2000
Census activities in Texas and across the country are moving into high gear. Every 10 years the U.S. Bureau of the Census counts the inhabitants of the United States. This count provides not only a population total, but also information for the apportionment of seats in the U.S. House of Representatives, demographic studies, and the allocation of federal funding. Individual states use the results for redistricting, planning schools, hospitals, roads and more.

Local Update of Census Addresses (LUCA) Program
In preparation for Census 2000, the Census Bureau is providing local governments with an opportunity to review and correct the Census Bureau's Master Address List for their communities. In this program, Address List Review participants review addresses on the Master Address List and check them against available local lists and other information.

Hard-to-Enumerate Areas
At this site, Texas residents, community leaders, public interest groups and local governments who are planning Census participation events can view and print the same maps used by the Bureau of the Census to locate and target areas for intensive enumeration campaigns. The maps bring together data from the 1990 Census along with the knowledge of community leaders and planners to predict how difficult an area may be for the Census Bureau to count.
