Texas CHIP UpdateThe state is closely watching federal action on CHIP, but no immediate changes are expected in the Texas program. The state has sufficient federal funding available to maintain the Texas program, including the recent changes authorized by the 80th Texas Legislature. |
The Integrated Care Management (ICM) program will begin enrolling participants in December 2007 and January 2008. ICM participants will begin receiving services through the program in February 2008. ICM is an innovative Texas Medicaid managed care program designed to address the complex care needs of people with disabilities or who are 65 or older in the Dallas and Tarrant service areas. The state plan for the Temporary Assistance for Needy Families (TANF) block grant assistance program has been modified and a draft is available for public comment through Dec. 18, 2007. HHSC's TANF block grant assistance program funds programs, services and activities that support federal requirements outlined in Title IV of the Social Security Act. HHSC is launching STAR Health, a new health-care program to improve services and better coordinate care for children in foster care. STAR Health will begin enrolling participants in March 2008. [STAR Health]
HHSC is establishing Nurse-Family Partnership programs in communities throughout the state. Through this program registered nurses make home visits to low-income, first-time parents during pregnancy and until the child turns 2 years old. The nurses focus on the mother's health and the child's development. Organizations interested in providing these services can apply for a competitive grant and attend technical assistance meetings. HHSC has initiated a Medicaid Reform Project to assess the potential for changing the state’s system to improve health-care services for the state’s almost 3 million Medicaid clients and all Texans. [Medicaid Reform]
The Children's Health Insurance Program (CHIP) perinatal coverage provides prenatal care for the unborn children of low-income women who do not qualify for Medicaid. [CHIP Perinatal Coverage]
The Texas Women’s Health Program provides low-income women with gynecological exams, related health screenings, and birth control through Texas Medicaid. [Women's Health Program][En Español]
HHSC submitted its Legislative Appropriations Request for the Fiscal Years 2008-2009 biennium on Aug. 18, 2006. [Table of Contents]
The Texas Health and Human Services Commission (HHSC) is creating a menu of options for consumers applying for state services, including Medicaid, food stamps, the Children's Health Insurance Program, Temporary Assistance for Needy Families and long-term care. In the new system, Texans will be able to apply for services by phone, in person, over the Internet and by fax or mail. [New Eligibility System]
