Centralized Billing System

The Centralized Billing System (CBS) is an automated system designed to submit public health claims to Texas Medicaid and managed care insurance companies for Medicaid Title XIX reimbursement, as well as Family Planning Titles V, X, and XX.
CBS bills claims for:

  • DSHS regional and local clinics that use TWICES
  • DSHScentral office lab
  • Women's Health Lab located at the Texas Center for Infectious Disease
  • WIC Immunization clinics.

This manual has been provided to assist these providers with the billing of claims for Medicaid and Family Planning clients and the reimbursement and reconciliation of these claims. It is designed to explain the correct procedures that must be followed in order to ensure that the billing of eligible client services is successful. It also provides an overview of the reimbursement and reconciliation process.
