James
L. Randall, P.E., is the director of the
Transportation Planning and
Programming (TPP) Division for the Texas Department of Transportation (TxDOT).
Having served as the division's deputy director since May 1999, he was named
division director on Sept. 7, 2001.
This division is responsible for statewide urban and rural multimodal
transportation systems planning, long-range programming, Statewide
Transportation Improvement Program, analysis and projection of traffic data,
collection and storage of roadway data, and preparation and distribution of
maps. The division also studies state and national transportation issues.
Randall began his TxDOT career in December 1977 in the Transportation Planning
Division, where he helped develop the department’s first strategic plan, the
Master Plan for Public Transportation in Texas, and the Texas Transit
Statistical Report.
In 1989, Randall was assigned to the Gulf Intracoastal Waterway Office and
became director of that office in 1993. This office administers the state’s
nonfederal sponsorship duties associated with the waterway. He also served as
the department’s liaison to waterway industry representatives and port
authorities.
From September 1994 until April 1999, Randall was director of the Multimodal
Operations Office. He managed project planning, policy development, and
operations pertaining to water transportation, freight and passenger rail,
bicycles, and pedestrians.
Before joining TxDOT, Randall worked for the operations department of the
Missouri-Pacific Railroad, where he was trained in truck and railroad terminal
operations. He worked for the Austin Transit System where, as transportation
superintendent, he was responsible for the daily operations of the regular
transit routes, special transit services, charter operations and park-and-ride
services.
Randall earned bachelor’s degrees in business administration and civil
engineering from the University of Texas at Austin. In 1991, he was certified as
a professional engineer.
Randall and his wife, Del, have two children, Josh and Jena.
