James
T. (J.D.) Dossett is the director of the
Business Opportunity Programs
(BOP) Office of the Texas Department of Transportation (TxDOT). Under his direction,
the office not only provides one location to respond to all DBE/HUB/SBE issues,
but also coordinates the development of DBE/HUB/SBE programs for each of TxDOT’s
25 districts and 20 divisions. This includes establishing DBE and HUB goals and
objectives; developing operational manuals, educational materials and
information programs to educate TxDOT employees about DBEs, HUBs and SBEs;
assisting contractors with the federal DBE program, the state HUB program and
TxDOT’s SBE program; and identifying DBE, HUB and SBE firms as needed. Dossett
has been innovative in generating new endeavors to assist the small business
community in doing business with TxDOT such as the DBE/HUB/SBE Liaison Committee
which fosters communication between small businesses and TxDOT; the Technical
Assistance Program (TAP) which provides training; the Road Lines
Newsletter; and the Learning, Information, Networking, Collaboration (LINC)
Program which is a national award-winning mentor-protégé program.
Experienced in both the private sector and state/local government, Dossett has
extensive knowledge of the construction industry and TxDOT’s federal DBE program
through past work as a contractor for the DBE Supportive Services Program. He
worked for the Texas Parks and Wildlife Department from 1992 to 1995 and the
city of Austin from 1984 to 1991.
After earning a bachelor’s degree in business
administration from Oklahoma State University in 1972, he attended Southern
Methodist University and earned a master’s degree in organizational behavior and
administration in 1975.
From Muskogee, Oklahoma, Dossett and his wife, Pamela, have
two children. |
