Welcome to the Texas Conrad 30 J-1 Visa Waiver Program

In these pages you will find information on the rules that govern the program, eligibility requirements, available areas, an applicant checklist, advice on how to find a job, a link to the federal waiver program and a history of the Texas Conrad 30 program. .

Shortage Area Eligibility Requirements
for the 2008-Year Cycle

Primary Care:
Eligible areas are limited to: Geographic Health Professional Shortage Areas (HPSAs), and Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) with "automatic" facility HPSA designation.

Areas that are not eligible for Primary Care physician waivers include: population based HPSAs, Medically Underserved Areas or Populations (MUAs, MUPs), or facility HPSAs. RHCs that do not have an “automatic” facility HPSA designation are also not eligible.

Sub specialist:
Eligible areas are limited to: Geographic Health Professional Shortage Areas (HPSAs), and FQHCs and RHCs with "automatic" facility HPSA designation. ADDITIONALLY: Sub specialists may also be eligible for a waiver if they work in Geographic Medically Underserved Areas (MUAs.)

Areas that are not eligible include: population based HPSAs, Medically Underserved Population areas (MUPs), or facility HPSAs. (RHCs that do not have an “automatic” facility HPSA designation are also not eligible).

Psychiatrist:
Geographic Mental Health HPSA.

Please contact the TPCO at TPCO@dshs.state.tx.us for verification that the location identified in the Conrad 30 Waiver Application meets these requirements, before you submit an application.

In rural counties, sub specialists must admit patients to the local hospital. Please indicate in the application which hospital or hospitals the sub specialist will admit patients.

For the purposes of the waiver program, the medical specialties of Hospitalist and Geriatrics are considered Sub Specialties.

Five Flex Slots

The Texas Conrad 30 program reserves the option to recommend up to five waivers in non-designated locations for the DSHS State Hospitals.


Another option for primary care physicians in Texas is the Department of Health and Human Services J-1 Waiver Program.
