Governor George W. Bush announced the appointment of two new
Finance Commission Members and re-appointment of an existing member.
The new members are Vernon Bryant, Jr. of Aledo, Jacqueline G.
Humphrey of Amarillo and John L. Snider of Center was reappointed.
The Finance Commission is a nine-member board consisting of two bank
executives, two savings and loan executives, and five public
members, all of whom serve staggered terms of six years. The Finance
Commission acts as the oversight body for the Texas Department of
Banking, Savings and Loan Department and Office of Consumer Credit
Commissioner.

The Finance Commission's study on Home Equity Lending in Texas is
being released today. The second phase of the series of Finance
Commission studies focuses on home equity lending, which was
authorized in Texas in January 1998 (Tex. Const., Art. XVI, Section
50(s)). The study was performed by Analytica, Inc., a Houston-based
marketing research firm. The report presents findings based upon a
survey of 1200 Texas homeowners and 91 home equity lenders.

The Finance Commission's study on Consumer Depository and Cash
Services in Texas is being released to the public today. The Finance
Commission is required to study the availability, quality, and
pricing of lending and depository services to consumers,
agricultural businesses and small businesses in Texas. Because of
the breadth and cost of this mandate, the Finance Commission chose
to study the quality, availability and pricing of depository and
cash services to consumers in Texas, as the first of several
studies.
