NOAA FISHERIES SERVICE PROPOSES RULE TO IMPROVE SEA
TURTLE BYCATCH MONITORING
To assist in the recovery of sea turtle populations, the NOAA
Fisheries Service is proposing to increase the number of days
the agency can require U.S. fishing vessels to take an observer
on board. The new rule would help the agency better evaluate
commercial fishing interactions with sea turtles. The rule would
apply to commercial fishing vessels operating in both state
and federal waters, from the coast out to 200 miles offshore.
Current regulations under the Endangered Species Act allow the
NOAA Fisheries Service to place observers on vessels on a short-term
basis in response to a mass sea turtle stranding. This proposed
rule would increase the number of days from 30 to 180 that the
agency may place observers in response to such an emergency.
The extension is needed because temporary observer requirements
do not enable the agency to collect comprehensive information
on sea turtles and fishing activities.

AUTONOMOUS UNDERWATER VEHICLES SHOW RESEARCH VALUE
— The NOAA National Centers for Coastal Ocean Science
successfully tested a new generation of autonomous underwater
vehicles, or AUV, in the Newport River, N.C., estuary at depths
often less than two feet. The vehicles, navigating via Global
Positioning System, or GPS, and pre-programmed guidance, collected
critical environmental data including oxygen, salinity, temperature,
chlorophyll, acidity, sediment and water depth. |

COMES TO THE AID OF RARE MONK SEAL TWINS —
In May 2006, a rare pair of critically endangered Hawaiian monk
seal twins—only the fourth set of twins ever documented
and the first pair to survive past weaning—was brought
to Honolulu from the Midway Atoll National Wildlife Refuge aboard
a U.S. Coast Guard C-130 Hercules aircraft. Past observations
indicated that twins have a high probability of mortality, and
it will be a first if these twins survive and are successfully
reintroduced back into the wild. |

INCREASES TSUNAMI WARNING CAPABILITY FOR THE MOST THREATENED
PARTS OF THE UNITED STATES — NOAA announced
the deployment of six new Deep-ocean Assessment and Reporting
of Tsunami, or DART, stations in the southwest Pacific. The
new stations provide increased lead time for tsunami detection
to the U.S. coastal areas at most risk of tsunamis traveling
long distances, including the coastlines of Hawaii, Alaska,
Washington, Oregon and California. |
