Access to Recovery

Access to Recovery (ATR) is an initiative seeking to increase access to substance abuse services through independent assessment, participant choice of service providers, service linkages with faith- and community-based organizations, and an electronic voucher method of payment. The ATR program operates through drug courts in Bexar, Brooks, Burnet, Collin, Dallas, El Paso, Fort Bend, Grayson, Harris, Jim Wells, Lubbock, Tarrant, and Travis counties.

More Information

  • A PowerPoint slide show describes the ATR program, including federal requirements, the Texas service delivery model, allowable services, client eligibility, and provider roles and responsibilities.
  • A separate document lists allowable treatment and recovery support services, defines each service, and provides the rate which DSHS will pay for each service.
  • A list of Assessment Providers (APs) by county is helpful to organizations interested in providing treatment/recovery support services to clients. Contact the OSAR/AP in your county for assistance.
