Mold Licensing Program

The mission of the Mold Licensing Program is to ensure that persons conducting mold assessment and remediation services in Texas are properly trained and licensed and are following minimum standards that protect the health of workers and building occupants.

We perform this function by administering the Texas Mold Assessment and Remediation Rules (TMARR), which require:

  • licensing of persons and companies conducting mold assessment and remediation activities,
  • review and approval of mold training programs,
  • receipt of notifications of mold remediation projects,
  • performing inpsections of remediation projects,
  • and conducting enforcement activities.

Our focus is on oversight and education of the regulated community, while also providing informational services to the general public about mold assessment and remediation options. 

We strive to carry out our mission efficiently, effectively, fairly and professionally with respect and dedication to all Texans.


The Texas Mold Assessment and Remediation Rules (TMARR) (25 TAC §§295.301-295.338) became effective May 16, 2004. Persons conducting mold assessment or mold remediation in Texas, unless exempt, are required to be licensed as of January 1, 2005.

September 2006 Updates

I. Rule Revisions

The department is undergoing rulemaking to make revisions to the TMARR mandated during the 79th Legislative Session (see Statutes/Laws), as well as several other minor changes. The formal 30-day comment period on these proposed changes is now scheduled to occur from December 8, 2006 to January 7, 2007, following publication of the proposal in the Texas Register. Comments received before that time period will also be considered. Comments may be submitted to Quade R. Note:  Due to the cancellation of the August Department of State Health Services (DSHS) Council meeting, the revisions to the TMARR were rescheduled for presentation at the October 5-6 Council meeting.  The Program took advantage of the additional time to make several minor revisions to the original draft posted on this site.

II. Change in Refresher Training Interval

Effective immediately, individuals renewing a mold license or registration do not need to take a refresher training course within 12 months of renewal as specified in the Texas Mold Assessment and Remediation Rules. See sections 295.305(e)(2) and (g)(3) for licensees and 295.305(e)(3) for registrants. However, individuals must present evidence of having taken a refresher course within the previous 24 months to renew a license or registration.

This change eliminates the inadvertent and unnecessary requirement for some applicants to take two refresher courses within a one-year period to meet both the 12-month and 24-month requirements. Note: For those individuals that were “grandfathered in” and did not take an accredited training course to obtain the initial license, the department will accept the effective date of their initial license as the date when the 24-month period begins for the purpose of determining when to take the refresher course.

In support of this change, the department is undergoing rulemaking as described above to delete the requirement that the refresher course be taken within 12 months prior to renewal. See TAC sections 295.305(e)(2), (e)(3) and (g)(3).
