Texas Index

The Texas Index 2006 [1MB PDF] provides trend data for 39 economic indicators across four domains: Training and Education; Research and Development; Market Composition and Characteristics; and Participant Access and Contribution.

Changes in the four domains are indicative of:

  • Intellectual capital and the availability of a well-educated population to support innovation and commercialization.
  • Human capital and the availability of a well-trained labor supply to support the business needs of employers, and increases in worker productivity.
  • Financial capital and the availability of funds to support both basic and applied research, as well as product commercialization, firm birth and growth, continued innovation and increased competitiveness in the global marketplace.

The Index tracks system-level success by monitoring a series of economic indicators that may, over time, demonstrate the linkage of workforce programs and services to state-level economic success. In the short-term, it provides an indication of the state’s general workforce, education and economic health.

Texas Workforce System Program Directory

The Texas Workforce Development System Program Directory 2006 (Directory) [649KB PDF] is designed to assist system partners and stakeholders in better understanding the 25 individual programs and services which serve as the foundation for the Texas workforce development system.

The Directory is organized into three sections that focus on workforce programs designed to serve adults, adults with barriers, and youth. The Directory provides program and funding details, functionality and performance measures for the education and training programs included in the workforce system and evaluated by the Council. The Directory serves as a companion document to the workforce system strategic plan, Destination 2010: FY2004–FY2009 Strategic Plan for the Texas Workforce Development System.

Evaluation Report – Accomplishments and Outcomes of the Texas Workforce Development System

The 2006 Evaluation [629KB PDF]is a series of report cards that capture at both the program and system levels those critical outcomes that the Texas workforce system delivers through the efforts and actions of eight partner agencies and the delivery arms of those agencies – local workforce development boards and workforce centers, community and technical colleges, correctional facilities for adults and youth, and independent school districts across Texas.

Welfare to Work Initiatives in Texas

The Welfare to Work Initiatives in Texas Report 2005 [1.5MB PDF] contains data on current programs and best practices in welfare reform and addresses the Council’s requirement to provide an annual report on welfare to work initiatives. This report is divided into three sections: 1) programs directly serving Temporary Assistance for Needy Families (TANF) and State Program (SP) recipients; 2) other programs available to TANF and SP recipients; and 3) model programs that illustrate the successful collaboration between local workforce development boards and local employers.

The Fiscal Year 2006 Annual report [682KB PDF], is a new annual report for the Texas Workforce Investment Council summarizing the Council's activities and products from September 1, 2005 - August 31, 2006. The report highlights the Council's work in FY 2006 to facilitate collaboration among system partners and to raise awareness of critical and emerging issues that impact the workforce system. It also features a snapshot of Texas community and technical colleges and the important function they provide in the Texas workforce system. Future annual reports will highlight other components of the workforce system.

Demographics and Trends in the Welfare Population: Report 2005 [184KB PDF], is a companion piece to the Welfare to Work Initiatives in Texas report 2005; and is divided into two main sections. The first section analyzes population trends of Temporary Assistance for Needy Families (TANF) and the State Program (SP), the cash grant program for two-parent families. It also analyzes caseload data, presents demographic information, and examines the state economy and the Choices progr am, the training and employment program serving the TANF and SP populations. The second section includes a discussion of the TANF reauthorization efforts in the 109th Congress and presents a side-by-side comparison of the House and Senate bills in their current form.

A First Look at Critical Issues Surrounding Adult Education and Literacy in Texas [4.7MB PDF], is a Council report mandated by Senate Bill 280, 78th Legislature, Regular Session, to evaluate adult education and literacy programs administered by the Texas Education Agency and the Texas Workforce Commission by December 31, 2003. In its research, the Council focused on three aspects of adult education and literacy: (1) Funding; (2) Outcomes; and (3) Service Delivery. In this report, the Council makes two recommendations for improving the status of adult education and literacy in Texas and suggests strategies to support both recommendations.

Employer Services (April 2006) [101KB PDF] is an assessment, conducted by the System Integration Technical Advisory Committee (SITAC), of the system’s current capacity to serve employers. This briefing paper provides summary information on the programs, services and initiatives administered by workforce system partner agencies.
