Project Management Practices
Background
In February 2000, DIR released the Internal Quality Assurance Guidelines, also referred to as Model Quality Assurance Guidelines, for state agencies to use in developing their own internal quality assurance procedures as required by TGC § 2054.153. Since issuing the guidelines, DIR has collaborated with many agencies to identify a set of project management practices as an integral component of the Statewide Project Delivery program. This set of project management practices modify, and replace in its entirety, the Internal Quality Assurance Guidelines, released in 2000.
Statewide Project Delivery Guidance
Project Management (PM) Practices include access to project management methodologies in use by state agencies. Agency PM Methodologies reflect a variety of models that satisfy, to varying extents, the following criteria, which are consistent with statutory requirements and current industry best practices:
- Process tailoring for different project sizes and types
- Guidance for integration with the Framework
- Knowledge, skills, tools and techniques that enable comprehensive application of to project activities (initiation through closure) to meet project requirements in the following areas:
- integration management
- scope management
- schedule management
- cost management
- quality management
- resources management
- communications management
- risk management
- procurement management
