Centralized Master Bidders List (CMBL)

The CMBL is a master database used by State of Texas purchasing entities to develop a mailing list for vendors to receive bids based on the products or services they can provide to the State of Texas.
Manufacturers, suppliers, and other vendors wishing to furnish materials, equipment, supplies, and services to the state should apply to be on the CMBL to receive bidding opportunities.

CMBL Registration Details

  • Annual registration/renewal fee is $70.00 and may be paid on-line by credit/debit card or check debit. (US addresses only.) Information on the profile may be printed after entered and mailed with a check or money order (US dollars) to TBPC if the "Mail Payment" method is selected at the end of the registration process.
  • CMBL hard copy applications may be submitted with the $70.00 registration fee (US dollars) by check, money order, or cashier's check to TBPC. Please allow for a 30 day processing time for mailed applications/payments.

  • Employer Identification Number (EIN) issued by IRS is REQUIRED for registration. To obtain an EIN number, visit IRS online or contact by phone at 800-829-4933. Foreign address vendors (addresses outside the continental USA including the states of Alaska and Hawaii) should contact IRS at 215-516-6999.  The Texas Building and Procurement Commission takes a proactive approach in the prevention of identity theft and does not accept social security numbers for registration.
  • Vendors will receive a user ID and password for on-line access for renewal or profile updates.
  • Registration, renewal, and any profile updates are refreshed and posted on-line within 30 minutes.
  • Additional locations with the same business name or tax identification number requires CMBL staff to create the file. 

CMBL Profile Maintenance

  • Vendors are responsible for maintaining an active profile with information for all required fields.
  • Class/item listings and district selections should be monitored by each vendor to ensure receipt of bids that apply only to products or services that can actually be provided.
  • For changes to tax identification numbers, business names, or business merges, please contact the CMBL Help Desk at 512-463-3459 or email e.cmbl@tbpc.state.tx.us 
  • Historically Underutilized Business (HUB) vendors also listed on the CMBL need to contact the HUB Help Desk for assistance on tax identification numbers or business name changes at 888-863-5881.
  • Contract-awarded vendors must notify the purchaser listed on the contract of any business information changes separately from updating their CMBL profile.
  • CMBL activation/renewal notices and expiration reminders are emailed and mailed by regular mail to the vendor.
  • CISV Information: Telecommunication/computer-related products and/or services require active status on the CMBL and approval as a Catalog Information System Vendor (CISV).
