Access to Recovery
ATR is an initiative to increase access to substance abuse services through independent assessment, participant choice of service providers, service linkages with faith based and community based organizations, and an electronic voucher method of payment. The ATR program will operate through drug courts in Bexar, Brooks, Burnet, Collin, Dallas, El Paso, Fort Bend, Grayson, Harris, Jim Wells, Lubbock, Tarrant, and Travis counties.

A PowerPoint slideshow describes the ATR program, including federal requirements, the Texas service delivery model, allowable services, client eligibility, and provider roles and responsibilities. A separate document list the allowable treatment and recovery support services, defines each service, and provides the rate which DSHS will pay for each service. Training Sign Up
Providers must attend an ATR training prior to submitting an application. The training is offered every first and third Wednesday of the month. ATR Training discusses program components, approved services, rates, and how to join the ATR provider network.

Immediately following the required ATR training, technical assistance for completing the application is offered. Bring a copy of your application with you to the telephone training conference if you would like assistance. See link below for provider applications.

ATR Open Enrollment Application Period Has Been Extended
The ATR application deadline has been extended through February 28, 2007. Applications must be postmarked no later than February 28, 2007 for consideration.
Provider Applications
Separate Open Enrollment kits are available for treatment and recovery support services. Providers must submit a separate application for each type of service they are offering. - Behavioral Health Integrated Provider System (BHIPS)
BHIPS Security Administrator Application (For Providers with MOAs Only) Application must be completed and submitted to DSHS by you agency's BHIPS Administrator in order to access the network to enter client service information and to submit billing.
BHIPS Back-Up Security Administrator Application (For Providers with MOAs Only) Application must be completed and submitted to DSHS by you agency's BHIPS Back-Up Administrator in order to access the network to enter client service information and to submit billing.
Participating Provider List
Substance Abuse Recovery Support Services For Adult and Juvenile Probationers: Clients under community in the ATR counties are eligible for substance abuse treatment and recovery support services.
Substance Abuse Services For CPS Clients
ATR Services are available to all clients in ATR counties involved in the CPS system. Clients are eligible for substance abuse treatment and recovery support services.
Courts
The Access to Recovery program is available through participating drug courts. The listed courts have entered into signed Memorandums of Agreement with DSHS to participate in ATR.
