Purpose, scope, and use policies of the TPOC email list

The TPOC e-mail list provides a mechanism for the TPOC staff to
exchange information with state agencies, vendors, and other
interested parties on the progress of the State Telecommunications
Plan--the first step in accomplishing the TPOC legislative mandates.
Information on TPOC meetings, legislation, draft outlines, and
reports will be available on the Web site for review, comment,
and information exchange.
Acceptable Use Policy:
The TPOC email list is provided specifically for the exchange of
information about TPOC functions between TPOC staff, their advisory
committees, the general state agency community, the public, and
the vendor community.
Constructive criticism of documents, ideas, and other related
topics is welcome.
E-mail topics should be restricted to the topics at the TPOC Web
site and topics presented by TPOC and advisory agency staff.
Please do not reply to the entire list if your comments are
directed at a single list participant.
Unacceptable Use:
The TPOC email list should not be used for unrelated e-mail
topics, such as general government information or the state of
telecommunications in Europe.
Everyone has their favorite charity or cause; find an appropriate list.
Flaming is strongly discouraged.
Vendors are asked not to use this email list to advertise their products or for sales pitches.
Please do not allow your email package to send "I'm on vacation" messages to the list.
The list administrator will unsubscribe persons who abuse the list.

TPOC Background Information
==========================================================
The Telecommunications Planning and Oversight Committee (TPOC) has been in
existence since 1991, and consists of the following legislatively
appointed personnel:
- the Comptroller of Public Accounts or designee;
- the Executive Director of the General Services Commission (GSC)
- the Executive Director of the Department of Information Resources (TxDIR)
The TPOC was charged by the 75th Texas Legislature with accomplishing
the following tasks:
- The TPOC shall develop a plan for a state telecommunications
network, "with the goal of achieving a single centralized
telecommunications network for state government."
- The TPOC needs to develop a statewide operating plan for all
state agencies. The plan shall "implement a statewide network
and include technical specifications that are binding on GSC."
- The TPOC shall establish plans and policies for a system of
telecommunication services operated by GSC.
- TPOC needs to develop functional requirements for a statewide
system of telecommunication services.
- The TPOC needs to collect and manage telecommunications network
configuration information about existing and planned
telecommunications networks throughout state government.
Additionally, the following six agencies were assigned to assist
the TPOC as "advisory agencies."
- The University of Texas
- Texas A&M University
- The Texas Education Agency
- The Telecommunications Infrastructure Fund
- The Texas State Library
- The Texas Higher Education Coordinating Board.
