Foster Children: Texas Health Care Claims Study -- Special Report

This report reveals shocking evidence of the system's failure regarding the health care provided to our foster children. In addition, it raises many red flags pointing to areas of potential fraud and abuse.

Undocumented Immigrants in Texas:
A Financial Analysis of the Impact to the State Budget and Economy

This is the first time any state has done a comprehensive financial analysis of the impact of undocumented immigrants on a state's budget and economy, looking at gross state product, revenues generated, taxes paid and the cost of state services.

The absence of the estimated 1.4 million undocumented immigrants in Texas in fiscal 2005 would have been a loss to our gross state product of $17.7 billion. Undocumented immigrants produced $1.58 billion in state revenues, which exceeded the $1.16 billion in state services they received. However, local governments bore the burden of $1.44 billion in uncompensated health care costs and local law enforcement costs not paid for by the state.

New Franchise Tax Calculator Under House Bill 3

Governor Rick Perry signed into law House Bill 3, which was passed during the 79th 3rd Called Session in 2006. The bill revises the existing franchise tax to create a new tax on virtually all Texas Businesses.

The Cost of Underpaying Texas Teachers Updated

Texas Comptroller Carole Keeton Strayhorn released The Cost of Underpaying Texas Teachers -- an update to her 2004 special report -- which recommends a state-funded $4,000 across-the-board pay raise for all Texas teachers and recommends fully restoring the state-funded healthcare supplements for all Texas educators immediately.

Texas Next Step

TexasNextStep, first proposed by Comptroller Strayhorn in May 2002, would offer all Texas high-school graduates the opportunity to attend two years of college at any public community college, technical college or two-year institution designated by the Legislature with the state picking up the tab for tuition, fees and books. Legislation is required to implement this proposal.
