NOTICE - Constitutional Change in Filing Procedures

Statutory Documents is responsible for registering many different types of organizations and their agents. All notaries must apply, be appointed, and qualify for their commission through this section. Statutory Documents also functions as a depository for many miscellaneous filings. Our objective is to review all documents for statutory compliance, then to accept or reject the documents as soon as possible. All accepted documents are processed in a timely manner, recorded, filed, and made available to the public upon request. The many different duties of this section are divided between four units.

There are many statutory duties that are handled in this unit including the commissioning of all governor appointees and statewide elected officers. During each legislative session all passed original bills and resolutions are filed. This unit is also responsible for the publication and distribution of the General and Special Laws of Texas. The Legal Support Unit registers or maintains information on athlete agents, automobile clubs, business opportunities, credit services organizations, third-party debt collectors bonds, commercial use of the State Seal of Texas, health spas, membership camping resorts, municipal boundary changes, property rights, public safety organizations and their solicitors, telephone solicitors, veterans organizations and their solicitors, and wrestling promoters. This unit is also responsible for processing the notary public complaints received and distributing an educational notary public video. Questions/Comments should be sent to: gjoyner@sos.state.tx.us
