NANCY S. FOOTER
Vice Chancellor and General Counsel

Nancy S. Footer has been Vice Chancellor and General Counsel since March 2004. Previously, Ms. Footer was General Counsel for Bowling Green State University, where she also served as an adjunct faculty member in the College of Education and Human Development teaching higher education law. Prior to her tenure at BGSU, she served as Associate General Counsel for the University of Houston System.

LINDSEY F. BARTULA joined the Office of General Counsel in July of 2011 as an Assistant General Counsel. Prior to joining the UNT System, she was an associate in the law firm of Jones Day in Dallas where she practiced in the health care section. Bartula received her J.D. magna cum laude from Loyola University New Orleans College of Law where she was a member of the Law Review and worked in the Law Clinic's Workplace Justice program. She received her B.A. in History from the University of Texas at Austin.

DOLLY GARCIA joined the Office of General Counsel in September 2009 as an Associate General Counsel. Prior to joining the UNT System, she served as a judicial law clerk for a United States District Judge, and a Magistrate Judge in the Northern District of Texas, Dallas She obtained her J.D. from the University of Notre Dame School of Law, and a B.A. in English from the University of Texas at Austin.

STEVE GLEBOFF joined the Office of General Counsel in 2015 as a Senior Associate General Counsel. Before joining the UNT System, Gleboff practiced law in Dallas for 26 years, primarily in the area of commercial litigation. He received his J.D. from the SMU School of Law, where he was an associate editor of the Southwestern Law Journal and member of the Order of the Barristers, and his B.B.A., magna cum laude, from SMU.

CAITLIN H. SEWELL joined the Office of General Counsel in May 2017 as an Assistant General Counsel. Previously, Ms. Sewell worked in private practice with the Houston law firm Rogers, Morris, & Grover, L.L.P., where she represented school districts and other education institutions in litigation and employment matters. In addition, she served as an Assistant District Attorney with the Midland County District Attorney’s Office. Ms. Sewell received her J.D. from Baylor University and her B.A., summa cum laude, from Texas Tech University.

RENALDO L. STOWERS is a Senior Associate General Counsel. Before joining the UNT System in 1997, he was a Senior Assistant Attorney General for the State of Texas and defended state officials and agencies against employment and constitutional law claims. He received his J.D. from the University of Texas School of Law and his B.A. with high honors in political science as a commissioned Distinguished Military Graduate from the University of Texas at Arlington.

ALAN STUCKY is a Senior Associate General Counsel. Stucky previously served as in-house counsel and risk manager for Hillcrest Health System in Waco, and was also in private practice with Dunnam & Dunnam, LLP, in Waco, and with Brown & Fortunato, P.C., in Amarillo. He received his J.D. from Baylor University Law School, and his B.S. from Bethel College. Prior to attending law school, Mr. Stucky worked for the Dallas County Juvenile Department.

S. MICHELLE WILLIAMS is Associate General Counsel. Ms. Williams joined the UNT System in 1992. Previously, Williams was an associate with the Dallas law firm Gardere & Wynne. Ms. Williams received her J.D. from the University of Virginia School of Law and her B.A. with honors in both international studies and history from the American University in Washington D.C.
