In 1998, Dickey took over a North Texas team that had not been to a bowl game since 1959 and had not won a bowl since 1946. After three losing seasons, Dickey's squad turned it around with a 24-21 upset victory over Sun Belt Conference favorite Middle Tennessee.

It was the start of a 26-game conference win streak which powered the Mean Green to four-straight league championships and berths in the New Orleans Bowl, highlighted by a 24-19 triumph over Cincinnati in the 2002 New Orleans Bowl.

During Dickey's tenure, North Texas produced back-to-back national rushing champions in Patrick Cobbs and Jamario Thomas and sent seven players to the NFL. Dickey finished his Mean Green career with a record of 42-64, then went on to coach at Utah State, New Mexico and Texas State before becoming offensive coordinator at Memphis.

As a player, Dickey was the starting quarterback at Kansas State for four years (1979-1982), setting a school record for most passing yards by a freshman, and is still the only player in K-State history to lead the school in passing and total yards four-consecutive seasons. He spent two years in the NFL with Seattle and New Orleans before beginning his coaching career.
