We believe our Group Benefit Program (GBP) should provide affordable choice and flexibility. The GBP is administered by ERS (Employees Retirement System of Texas) on behalf of the State of Texas and serves nearly a half million employees, retirees and family members.
The benefits staff members provide the following services:
Regular faculty and staff, employed in a salaried position for 20 hours per week or more, are eligible for the State of Texas Employees Group Benefit Plan. If you are employed full-time, 40 hours a week, the cost of medical insurance for you, the employee, is paid by the University. Employees in positions less than full time, but at least half time, pay a portion of their medical insurance.
If you are a salaried Graduate Student employee, such as a Teaching Assistant, you are eligible for the Group Benefit Plan if your position calls for you to work at least 20 hours a week. The University will subsidize the cost of the medical insurance to the Graduate Student employee.

Basis for the Changes:
ERS is making the least amount of changes possible right now, based in part on the preferences shown in a survey of health plan participants.
ERS recently hosted 9 feedback sessions and two webcasts about the insurance cost changes and answered some common ideas and questions - like asking the Legislature for more money; cutting payments to providers; and providing more wellness opportunities.
ERS has worked to contain costs, saving $2.7 billion through provider discounts, $288 million through a pharmacy manager contract, and $32 million through actions related to the average wholesale price of name brand drugs.
Many changes were designed to encourage low-cost options, such as seeing primary care physicians instead of specialists, and using generic drugs instead of name brands.
The changes target the most costly areas of the plan-hospitalization, name brand drugs, and high-tech radiology.
More changes will be necessary in the near future.
