Rand Horsman
Vice President
Human Capital Management

Rand Horsman is vice president of Human Capital Management at the University of North Texas Health Science Center and provides executive level human resources leadership in the development of institutional strategies. As head of Human Resource Services he oversees employee benefits, records, employment, compensation, employee relations, staff training and development, and EEO/AA. 

 Mr. Horsman joined the Health Science Center in 1987 as director of Human Resource Services and since then has served as executive director, assistant vice president and associate vice president of Human Resource Services. Prior to joining the Health Science Center, he held various positions at the University of Texas at San Antonio, including payroll officer and associate personnel director.

He also served in the U.S. Navy and graduated from the U.S. Naval Aviation Supply School in Memphis, Tenn. He earned his Bachelor of Business Management degree from Texas A&I University in Kingsville (now Texas A&M University Kingsville) and his Master of Liberal Arts degree from Texas Christian University.

Mr. Horsman is a member of Delta Sigma Pi Professional Business Fraternity, Texas Higher Education Human Resource Association, and College and University Professional Association for Human Resources.
