The recommendations from the Academy’s 2008 report ARISE—Advancing Research In Science
and Engineering were incorporated into the American Recovery and Reinvestment
Act of 2009 as well as the federal budgets for FY2010 and FY2011. The Department
of Energy, the National Science Foundation, and the National Institutes of Health
have all increased support for early-career researchers and potentially transformative
research, as recommended by ARISE.

Over the past six decades, advances in science and technology have boosted the U.S. economy,
improved health care, and strengthened national security. Yet many of the institutional, federal,
and industry policies that supported these important advances need to be re-thought
in light of changes to the research ecosystem and increased pressure on research dollars.
Building on the Academy’s ARISE I study,
which focused on early-career scientists and high-risk, high-reward research,
ARISE II examines the role of three critical players in the U.S. research enterprise:
academia, industry, and government. The project considers new models for interactions
among these players and proposes changes to the research system in order to meet
twenty-first-century challenges.
The ARISE II report includes actionable recommendations to transcend existing
cultural and structural barriers and permit government, industry, and
research universities to build new platforms for collaboration.
