National Security is of increasing concern today. But it is an open question the degree to which it can be achieved through additional armaments, detection systems, and soldiers. Homeland security can also be improved through systematic attempts at greater understanding between different cultures and worldviews. In a September 2003 speech, President Bush stated that, "Terrorism is not caused by the use of force, but rather by the perception of weakness". A cross-cultural dialog could help policy makers expand options for achieving security outside of this de facto problem definition through military strengths and weaknesses.
