CV – Short Version

Massimo Florio is Professor of Public Economics at the Department of Economics, Management and Quantitative Methods, Università degli Studi di Milano. He has also been awarded by the European Commission a Jean Monnet Chair of Economics of European Integration and currently the Jean Monnet Chair “Ad Personam” of EU Industrial Policy. After graduating at the University of Rome, and obtaining a Master in Applied Economics at ISTAO, and holding teaching positions in different Universities in Italy, he spent three years as a Visiting Scholar at LSE and other British Universities. He has also been a Visiting Scholar at the International Institute for Applied Systems Analysis (Vienna), at the OECD (Paris), IMF and the World Bank in Washington D.C.

In 2010 he has been appointed the Chairman of the Nucleo di Valutazione of the University of Milan, in charge of the evaluation of departments, courses, and administrative services of the University, ranked first for research in Italy by the LERU and other international rankings. Before his current position, Florio held teaching appointments in Ancona, Urbino and in Pavia (doctoral programme in Economics, doctoral programme in Public Finance).

His main research interests are in applied welfare economics, cost-benefit analysis, industrial and regional policies, infrastructure and growth, government expenditures regulation, privatization, and public enterprise. Recent publications include: The great divestiture. Evaluating the welfare impact of British privatization, 1979-1997”MIT Press (2004), Cost-Benefit Analysis and Incentives in Evaluation. The Structural Funds of the European Union, Edward Elgar (2007), the EC “Guide to Cost- Benefit Analysis of Investment Projects” (2008), Public Investment, growth and fiscal constraints: challenges for the EU new Member States, Edward Elgar (2011), Network Industries and Social Welfare. The Experiment that Reshuffled European Utilities, Oxford University Press, 2013, as well as several papers in international journals, including Energy Economics, Energy Journal,  Fiscal Studies, the Journal of Development Studies, Journal of Economics, Public Choice, Public Finance  and Regional Studies. He has been involved in evaluation and related activities for the European Commission (mainly DG Regional Policy), the European Parliament, the European Investment Bank, the OECD, the World Bank and other institutions.
