Clarence K. Moniba, Ph.D.
 
Dr. Moniba concomitantly serves as the Deputy Chief of Staff to the President and the Head of the President’s Delivery Unit (PDU).  In this position, he heads the President’s Project Management and Evaluating team which oversees her highest priority projects in a variety of sectors which include energy, ports, roads & infrastructure, education, health and agriculture.
In 2013 - 2014, Dr. Moniba worked as Presidential Advisor and Liberia’s Project Manager for the African Development Bank’s High Level Panel on Post Conflict & Fragile States for which Her Excellency chaired.  Dr. Moniba led the Liberian team focused on expanding the Bank’s strategy for engaging fragile states.   Prior to this, in 2012 - 2013, he worked with the United Nations – Post 2015 Development Agenda (Liberia National Secretariat), as Operations Manager and advisor to the President.   
 
From 2008 - 2010, Dr. Moniba began his service in Government by serving as a Special Assistant and Policy Advisor to Liberia’s Ambassador to the United States, as well as the Secretary to the Liberian Diaspora Advisory Board.  In 2009, he was assigned to Liberia’s office of United Nations Affairs in New York City, where his tasks included working with the communications department, as well as helping with policy matters and their implementation. From 2010 - 2012, Dr. Moniba served as International Coordinator & Business Development Manager with the Liberia Trade and Development Office.
 
Dr. Moniba played professional Arena Football in the United States (2001 – 2004), as well as perform professional stunts in three Hollywood Blockbuster movies: Radio, Invincible and We Are Marshall. 
 
Moniba holds a Doctorate in Rhetoric and Professional Communications from New Mexico State University.
