  1. These data come from the Estimates of the Population of the U.S. and States by Single Year of Age and Sex: July 1, 1991.
  2. The entry rate is the percent of children entering care out of the total number of children served.
  3. The exit rate is the percent of children exiting care out of the total number of children served.
  4. The prevalence rate is the percent of children served out of the 1994 U.S. Census estimate of the number of children under 21.
  5. The reunification rate is the percent of children with a substitute care outcome of reunification, out of the total number of children leaving care.
  6. The adoption rate is the percent of children with a substitute care outcome of adoption out of the total number of children leaving care.
  7. The emancipation rate is the percent of children with a substitute care outcome of emancipation out of the total number of children leaving care.
  8. The runaway rate is the percent of children with a substitute care outcome of runaway out of the total number of children leaving care.
