Portable Engines

Internal combustion engines are used to power a variety of portable equipment categories, including, but not limited to:

  • well drilling

  • barges

  • diesel pile-driving hammers

  • pumps

  • service or work-over rigs

  • cranes

  • welders

  • compressors

  • dredges

  • power generation

  • tactical support equipment (TSE)

  • wood chippers

Generally, portable engines with a brake horsepower rating of 50 HP or more can be operated within the jurisdiction of the South Coast Air Quality Management District (AQMD) provided an AQMD Permit to Operate or PERP Registration has been issued for the equipment.

The exceptions to this rule include:

  • a limited number of portable engine categories that are ineligible for PERP Registration; and

  • an even smaller category (Tier 0 engines) that cannot participate in either PERP or AQMD's permitting program.

Arranged Inspections

Unlike portable equipment units, portable engines registered under the PERP program require a fee, paid in advance, for AQMD to conduct an arranged inspection once every 3 years.

What's New!

CARB is currently accepting PERP applications for:

  • engines that meet the current tier standard.

  • resident Tier 1 and Tier 2 engines that do not meet the most stringent emission standard in effect at the time of registration. Increased registration fees will apply, including retroactive registration fees, retroactive inspection fees, and current registration fees based on the year of purchase, year of manufacture, or Tier 2 start date.

  • all Tier 1 engines and Tier 2 engines rated between 100 BHP and 750 BHP if documentation of operation in California at any time between March 1, 2004, and October 1, 2006, is submitted with the application. Documentation may include company equipment inventory, purchase records, usage records, or maintenance records. Form 2A must be submitted with the residency documentation.

  • stock Tier 2 engines purchased within six months after the change to Tier 3. No additional fees are required for these engines.

Refer to CARB's website for more information.
