Victoria I. McDowell
Deputy Administrator
Victoria I. McDowell is the Deputy Administrator
for the Alcohol and Tobacco Tax and Trade Bureau
(TTB). As Deputy Administrator for TTB, Ms.
McDowell oversees all headquarters and field
operations functions associated with TTB's tax
collection and consumer protection responsibilities.
Prior to her appointment, she was Assistant
Administrator for Field Operations. Ms. McDowell
was responsible for overseeing the field offices,
including taxpayer audits and investigations,
and the National Revenue Center, which is responsible
for collecting $15 billion in revenue annually.
Ms McDowell also served as the "Deciding
Official" for all tax and administrative
actions related to unpaid tax liability and
violations of applicable statutes and regulations.
Ms. McDowell began her Federal Government career
in 1980, with the Department of Agriculture,
where she was responsible for the internal audit
of a $60 billion loan portfolio. Since that
time, she has held various supervisory and management
positions in financial management within the
Treasury Department. For several years, she
was responsible for developing government-wide
financial policies. She joined the Bureau of
Alcohol, Tobacco and Firearms (ATF) in 1998,
and was responsible for the audited financial
statements for the Bureau. ATF appointed Ms.
McDowell, Chief of the Tax Audit Division and
she served in that capacity until the creation
of TTB.
Ms. McDowell received her undergraduate and
master's degrees from Pennsylvania State University.
