Unless the organization you teach for requires (state) certification, TOEFL
doesn't require instructors to be certified.  From my own experience
teaching for/to that test, an instructor needs to understand  paper and
pencil formats, test taking strategies as well as be familiar with the
question types.  Having a good sense of your student/s' needs before
commencing will help guide your syllabus.  Good luck!
