The Office of E-Health Standards & Services (OESS) is responsible for all the Health
Insurance Portability and Accountability Act of 1996 (HIPAA) Administrative Simplification complaint and
enforcement activities related to Transactions and Code Sets, Unique Identifiers and Security.
OESS, an office within the Centers for Medicare & Medicaid Services (CMS) is completely independent
of Medicare and Medicaid. The Office for Civil Rights (OCR) has responsibility for managing complaints
and enforcement activities related to the HIPAA Privacy Rule.
