Re/ your question on simple scientific writing: Consider Gopen George D,
Swan Judith A, The Science of scientific writing. American Scientist, Vol 78.
Gopen gives advice on how to write so scientific materials are easier to
understand.

For example: One of his points - to give the context first before
presenting new information - was incorporated into the assessment instrument,
Suitability Assessment of Materials (SAM). (Ch. 4 of our book, available free on
line)

doing this now with a small project, but am curious about how other
organizations have approached this. An added interest is to clarify the
role of lay committee members as reviewers, not writers. ;-)
