I assume you want photos that are free and in the public domain (not copyrighted). Here are some sources I have used:

Microsoft Photos and Clip Art Gallery
These photos and graphics are offered through a license with Microsoft. You can insert these graphics directly into your document. (NOTE: The collection of available graphics changes as different image providers are featured).http://office.microsoft.com/en-us/clipart/default.

WPClipart
WPClipart is a robust collection of high-quality artwork and photos. These images are public domain, and that means they can be used and edited for whatever purpose you wish, personal or commercial. No attribution or linking is required.(mos tare clipart, but there are some photos available). http://www.wpclipart.com/browse.html

Visuals Online (National Cancer Institute)
The NCI Visuals Online database contains images of food and people that can be used free of charge. http://visualsonline.cancer.gov/

Public Health Image Library (CDC)
This is a public collection of photos, illustrations and media files. Most of the collection is medical and scientific photos, but there are some photos of people and food. http://phil.cdc.gov/phil/home.asp

Flickr - online photo management and sharing application (run by Yahoo!)
This site has a huge collection of photos, and some can be very strange. But I have found good photos of food, for example. I recommend using the advanced search option: http://www.flickr.com/search/advanced/. I also recommend to have SafeSearch "on" and to check the box "Only search within Creative Commons-licensed content." Most of the photographers who list their content as "Creative Commons-licensed" allow you to use their photos for free, but many require that you acknowledge them somehow. The requirements are explained in the agreement. When you find a photo you want to use, look under "Additional Information" located on the right side of the page. If it says "Some rights reserved" in blue, click on that text to see the agreement. There is also a way you can contact the person directly. I used a winding country road as the cover of a quality report for our organization, and used several photos I've found on Flickr as backgrounds for posters. I find most of the photographers and artists to be very friendly, professional, and usually more than happy to know their work is being used.
