The examples I've seen recently target LEP adults already working in a
healthcare setting but not involved in patient care in order to move them
into entry-level direct care positions.  I believe this would be considered
incumbent worker training.

The Literacy Coalition of Central Texas (www.willread.org) and Austin
Community College Adult Education have independently created curricula for
ESL in the healthcare context or are in the process of doing so by working
directly with employers in the community.  For details, I encourage you to
