Health Hazard Evaluations

Evaluation: Program Review

As the external sensor, with regards to current and emerging issues, the Health Hazard Evaluation (HHE) Program is an essential component within all of the NORA Sector and Cross-sector Programs. Therefore, the HHE Program will be an important component in any program review.

Review of program activities, outputs, and outcomes is essential to good program performance. For a program to be accountable for producing results over any given timeline, activities, outputs and outcomes must be regularly monitored by the program through the systematic collection, analysis and reporting of information that tracks program activities and results (outputs and outcomes). In addition to internal and external program reviews, program evaluations are being conducted by the National Academies.

Since the beginning of the HHE Program, NIOSH has constantly sought ways in which to improve its effectiveness. That willingness to examine its own performance has resulted in more than 10 program evaluations which led to improvements to the Program. These evaluations included expert review panels and interviews (three in the 1970s, one in the 1990s, one in 2005), follow-up surveys of customer satisfaction (two in the 1970s and two in the 1980s), and specialized surveys (one in the 1980s and two in the 1990s).
